Employee Performance…where does the issue reside?

I recently saw  a post about employees who take off time from work when they are not actually sick.  I believe that does not accurately convey the situation and/or assumes that the employees are telling tall tales.  Often, they are actually telling the truth–they are sick of work, i.e., bad bosses, conniving colleagues, petty processes or debilitating doctrines.  It is sometimes not within the employee’s capacity to “fix” performance.  ….
